One place we may or may not want for rail is the ocean. Although China has bridges over what I'd assumed was Typhoon Central, between Macau and Hong Kong. I find here that China wants cities further offshore. I mean, the Persian Gulf states are pretty-much there already.
They would be ideal for aeroports serving the supersonic market, if (1) they don't care about the plebs and/or (2) the plebs have underwater homes. I'd not launch a rocket thence but even here, I might land one thither.
